Your Household May Qualify for a Free Air Conditioner Under this State Program

New York State is providing financial assistance in the form of free air conditioners for vulnerable New Yorkers during the summer months. This HEAP Cooling Assistance Program began on May 1, 2019, and helps low-income individuals cool their home. The application-based program is on a first-come, first-serve basis through August 30, 2019.

If you are eligible, you may receive assistance for the purchase and installation of an air conditioner or fan.

If an air conditioner cannot be safely installed, a fan will be provided in the household. Only one air conditioner or fan will be provided per applicant household not exceeding $800 with installation. No additional HEAP cash benefits are available.

One must complete an application with local department of social services, providing all necessary documentation. You can apply for the HEAP Cooling Assistance with your HEAP Local District Contact. Last year, 8,000 households received cooling assistance and 4,000 households received assistance throughout New York State in 2017.

To be eligible for the HEAP program you must meet the following requirements:

  • Household’s gross monthly income is at or below the current income guidelines for household size
  • Receive SNAP benefits or TA or Code A Supplemental Security Income
  • Household members are U.S. Citizens and have documented medical condition that someone is exacerbated by heat
  • Have not received HEAP funded air conditioner within past 10 years

To apply for cooling assistance through the HEAP program or to find out if you qualify, you will need to contact your county department of social services.
