Government Contracts Manager

The Government Contracts Manager will work with the Director for Contracts Management to manage a dynamic portfolio of over 100 government contracts across all programs and divisions within the agency. This position will be responsible for proposal development, reporting and contracting in a high-volume, fast-paced environment, working collaboratively with senior and mid-level staff and external stakeholders. S/he will further the agency’s mission and grow CCCS’ portfolio of government contracts which support a range of services in New York City and the seven counties of the Lower Hudson Valley. In addition to CCCS proposals, this position will assist with proposals and reports for Catholic Charities-affiliated entities, including Catholic Charities Community Services of Dutchess County and others. . 

Essential Duties and Responsibilities include the following. Other duties may be assigned. 

  • Manage and/or carry out pre-award activities as they pertain to the processing of RFPs to include: reviewing RFPs, meeting with staff to review RFP requirements, attending pre-proposal conferences, working with departments to develop responses to RFPs, preparing/collecting/composing administrative and programmatic responses for proposal submissions, conducting research as needed, editing/proofing materials, ensuring proposals are submitted timely and accurately, and following up to ensure documentation and recording of submissions. 
  • Manage and/or carry out post-award activities, including coordinating and ensuring completion/submission of reports (programmatic, statistical, fiscal, MWBE, EEO, etc.), monitoring grant/contract compliance, assisting programs with responses to site/monitoring visits and evaluations, drafting/editing subcontracts, communicating with funders on contract-related questions, etc. 
  • Develops subject matter expertise in certain CCCS program areas. 
  • Takes the lead in convening regular divisional coordination meetings with several of CCCS’ programmatic divisions and other entities as needed, preparing agenda items, conducting follow-up, etc. 
  • Visits program sites, observes program operations, develops professional relationships with staff, funders and key stakeholders, attains familiarity with relevant policy issues and research, understands and takes the lead in reporting to government funders on these programs. 
  • Helps maintain calendar for reporting deadlines, and assists with management of online and internal systems for government contract management, including NYS Grants Gateway, HHS Accelerator, and SAM (federal awards management system). 
  • Provides back-up support to the Coordinator for Administrative Services with respect to agency submissions to funders and other stakeholder, updating corporate documentation, preparing agenda items and circulating materials for senior management/Operations meetings and Resolutions meetings, etc. 
  • Ad hoc projects and duties as needed. 

Position Type and Expected Hours of Work: 

This is a full-time position. Days and hours of work are generally 9:00 AM to 5 PM Monday - Friday. Additional hours may be required to meet program deadlines, or client needs.

  • Remain in a stationary position at a work station and use a computer approximately 40% of the time. 
  • Frequently sit for long periods attending meetings. 


Education and/or experience required: 

  • A Bachelor’s degree required, a Master’s degree such as MSW, MPA, MIA, or MBA preferred; 
  • Minimum 3-5 years' related work experience in contract management, proposal writing or in administration or service provision at a human services agency is strongly preferred; 
  • Experience preferred in grant writing and grant reporting, including narrative and report writing, development of logic model and evaluation metrics; 
  • Experience in editing and efficiently reviewing written material is a plus; 

Skills, Licenses, and/or competencies required: 

  • Exceptional writing skills required, with the ability to quickly produce prose that is clear, concise, accurate, and lively under tight deadlines and with a high level of professionalism and effectiveness. 
  • Familiarity with budgets, statistics, and outcome measures as they relate to human services programming is very helpful 
  • Candidate must have strong computer skills (Microsoft Office Word, Outlook, and Excel), be detail-oriented and self-motivated, with good problem-solving and time-management skills 
  • Strong organizational and administrative skills are required. Candidate must be able to work on multiple tasks, work with schedules and under tight deadlines. 
  • Flexibility, strong interpersonal skills and ability to work as a team member are critical. 
  • Attend notary public training is required.
